This afternoon I was installing Visual Basic Express 2008, during that
installation process Vista notified me that it had downloaded system updates
that required a restart. I rebooted after VB Express had fully installed
(which also indicated that it needed a restart).
Now the computer is stuck in a loop. It boots to the Vista background (not
the desktop) with a message that it is configuring the updates. then it
shuts down and reboots to the same point, same configuring message and shuts
down again, all in an endless loop.
I have tried to boot into safe mode and to the last good configuration and
get the same results.

Just leave your Vista alone overnight. It appears to be the best cure for
many other problems. It should be connected to the Internet though.
