I would take a look at the Policy in force on that, Click Start orb, type:
GPEdit.msc
You may find a setting that disables shutdown.

Open Task Manager (use whatever means you like) and start by disabling
anything on the Applications tab, then start selectively disabling lines on
the processes screen (make sure to enable the box to show processes from all
users), retrying the shutdown command inbetween each until it works.
Whatever one you disabled last will probably be the source of the problem.
