taskbar properties

When right clicking the taskbar and selecting properties I get an error popup
saying: This operation has been cancelled due to restictions on this
computer. Yet I have not changed anything to cause this. I have seen the
setting for this but cant remember where (probably in the taskbar
properties). Any one who can help please?
