Default System32. Browser.exe changed into Browser.bak

Ok so. Just before i say anything i use Vista Home Premium x64. I can't
give you anymore of my system specs.. cause i can't get to system
properties page.

Here i am trying to put on this skin called Albook and one of
the steps is to change browseui.dll into browseui.bak and i think i
accedentally changed browser.dll into browser.bak. And now my welcome
screen is all black when i turn on my laptop. Also in the start menu
when i hover my mouse over the right side items ("Username", documents,
pictures, etc.) the pictures on the top just show files that are pretty
blurry. Also, when i try to do things like windows update, the page opens
but it just says,"The page has failed to load". To make matters worse,
control panel window is completely blank. I don't know what i'm
explaining is called but, you know when you download something and the
screen turns dark except this one window which pops up it has an orange
heading and it confirms your action to whatever... I can't to that
either.

I can't system restore at all.

I'm pretty worried about this issue. So please help me if you can. Any
advice would be greatly appreaciated.

Oh, one more thing. In the System32 folder. If you have multiples of
the same .dll does that mean you have viruses?
