Switching between "Fade" and "Scroll" effects in Windows Vista
In Windows XP, I could easily switch between the "Fade" and "Scroll" effects
for menus, ToolTips, and the like. In Windows Vista, I don't know where to
go to access that selection. Can anyone here point me in the right
direction?

Click Start > right click "Computer" > click Properties > under Task > click
Advanced Settings > click Continue on the UAC dialog. On the System
Properties dialog, click the Advanced tab > under Performance click Settings
> select the Visual Effects tab, there you will see a list of options for
managing the the Visual Effects in Vista.

Actually, the information you provided me was how to turn on or off those
effects. Let me rephrase my issue: The menus and ToolTips are "scrolling",
but I prefer the "fade" effect. What am I to do?

You need to edit the registry value named 'UserPreferencesMask' found under
this key:
"HKEY_CURRENT_USER\Control Panel\Desktop"
If menus & tooltips are sliding, it probably looks like this.
9e 2c 07 80 12 00 00 00
For menus & tooltips to fade, it should be:
9e 3e 07 80 12 00 00 00
You'll need to log off & back on for the change to take effect.
