Default Specifying default location/desktop

Ok, I'm learning. The fact I have a question like this shows I've come far;

When I create a shortcut on my desktop, and I want to change the icon, there
appears to be two files that I get prompted to, to choose the icon from.

One file contains FOUR icons, and this is the one that usually shows up
first. But there is another one with about FIFTY icons that appears
sometimes. When this appeared the first time and I knew it existed I started
to go to it instead.

But how do I make that file show up first when I select "change icon"
instead of having to browse for it?

Better yet, how do I put all the icons in one file and make THAT show up
first when I select "change Icon".

I tried making the file the same but later when I go back everything seems
to have returned to what it was again.

System icons usually reside in C:\Windows\system32\shell32.dll

Application icons usually reside in the application folders. Internet
Explorer is an application, though deeply embedded into the operating
system. Therefore it takes it's icon from within C:\Program Files\Internet
Explorer\iexplore.exe

You can browse for icons and apply any that you find anywhere, to most any
shortcut.
