Scroll Bars

I'm new to Windows Vista and lost my scroll bars. I don't have tools,
option, view or preferences. So, how do I find my scroll bars again? Please
help. Thank you for any suggestions.

Are you in Internet Explorer? Press F11.

I've been told to go to Microsoft Office button and click on Word Options,
then click on Advanced and go down to display and then click on vertical
scroll bars. Thanks.
