Refresh rate locked at 60 hz. Need workaround.

I just purchased a gateway laptop with Vista, and I hate that it seems
to lock the Refresh rate at 60 hz. I need to be able to change this.
I've downloaded the latest drivers for the ATI display adapter in the
system, and even though it states the option to change or force a
refresh rate change is available, it is not in vista. I use a program
that requires a scrolling animated display, and at 60 hz it is very
choppy and blurry. I've read that laptop LCD display normally do not
need to go higher than 60 nz, but in the case of scrolling animation
it is required. If there is ANY way to change or force this on Vista,
please let me know. This was not an issue with XP laptops. My current
expectation is that I will be returning the laptop and dropping the
idea of having one.

You are locked into whatever your LCD display can handle (design specs). My
LCD desktop display can also use a 75 Hz refresh rate but I have no need for
it.

If you try to force a higher rate than your display can handle, you are
asking for problems.

LCD screens do not work in the same way as a normal screen, hence they can't
go over 60Hz
What you seem to be describing is Vertical Synchronization Tearing.

You may have V sync switched off your graphics card, switch it on.

This is not a issue relating to Vista but your graphics card.
