Recycle Bin Location is Gone

My Vista delete files permanently,not going to recycle bin first,even though
I'm not selecting the "Do not move files to recycle bin.Remove the files
immediately when deleted".How to fix this?

See if resetting the Recycle Bin will help you. This will show you how.

If it does not help, then you can try running a "sfc /scannow" (no
quotes) command to see if it can find and fix any system errors.
