Is your modem, on Vista, using a Vista driver? If so, and it's a generic
one from Microsoft, it may not have all the features available, as would a
driver from the manufacturer. What is the make and model of your modem?
Or, what is the make and model of your computer? On Vista, your modem
driver may need to be updated.

dean-dean is correct in that you probably need a Vista driver and if it is a
64-bit driver you need, they are somewhat scarce. Also, have you set enable
modem speakers in properties of the modem? Volume control won't work if the
speakers aren't enabled.
