I had UAC disabled. I turned it back on and got the window that I had to
restart so I did. After restart I still had the security warning, opened
security center and it shows UAS as turned off. This has happened before. Why
didn't it stay turned on since I did the restart?

From your previous posts about BitDefender, problems with installer
files and now UAC problems I suggest you unplug from the internet,
completely remove ALL of your third-party antivirus or malware programs
and try and get back to a standard Vista installation.
If, after removing everything, you still have problems then try a restore
to a much earlier point in time.
If this is not possible I would consider a re-install of Vista
to be the best solution for you.

It seems to me that you simply forgot to click on "ok" before restart.
