Every time i save a picture on Paint and open it, the pixels are mixed
with other pixles and everything is somehow blurry. Why its doing that
and how to prevent it so its a clear picture?

Sounds like it's getting compressed with a bit of quality loss.
When you save it, try saving it as a different filetype eg 'tiff' or 'bmp'
rather than 'jpg'.
File > Save as ...> Select a filetype in the 'Save as type' dropdown box

wow! thank you. it worked! but im just curious.. how do you .. reverse
it so that my "jpg" type doesn't make the quality low when i save it?
..tiff, .bmp, .png store more bits than .jpg/jpeg. So the quality is
preserved in any case. I prefer .png because this is a more recent
standard than .tiff. .bmp ends up to be an awful lot of bytes. I would
recommend against it.

You're welcome.
With some picture editing programs, you can specify the level of
*compression* for jpg files (often with a slider from 0 to 100%) - the
higher the compression, the lower the quality and vice versa. I don't think
that's something you can do with paint (the compression levels are pretty
fixed afaik), but if you have any other picture editing software, then it
may be possible within it.
If not, someone may be able to suggest a suitable package I don't recall
offhand which ones do and which ones do not allow for adjusting compression
levels, but someone else may be able to suggest something.

MS Paint - Save gives you options for file types for various levels of BMP
but doesn't let you choose JPG quality.
Paint.Net lets you choose JPG quality among other things. (it's a free
download)

i actually have heard about Paint.net and i tried to download it.. but
for some strange reason.. everytime i try to download, my Windows
Explorer window just restarts that the Paint.net downloaded file goes
to.
