I was going to recommend Paint.Net. It's a great free image editor that
is adequate for most. It does all the basics one would need.

There's a link that *cries* for tinyurl!
OTOH, some newsreaders can fix a shattered link automatically - just
highlight all three lines (mine - Dialog - doesn't seem to).
But don't try it on the quoted link above, the quote characters ">" will
mess it up :-)

Also MesNews, IIRC. Not as nicely as Xnews, but not too bad.
And also any handy text editor - not automatically, but easily enough.
