Default Outlook 2000 for MAILTO Link and shown as DEFAULT PROGRAM

I'm using MS Outlook 2000 under Windows Vista. Everything is o.k. beside 2
points:

1. Outlook 2000 isn't shown under the DEFAULT PROGRAMs

2. Outlook 2000 cannot be defined as default program for MAILTO (only
WindowsMail is offered). Therefore all links of E-mail addresses are linked
to WindowsMail and not to my default E-mail program Outlook 2000.

How ca I solve these issues?
