Default Opening an Internet window

Ok so now I have a problem with my IE everytime I open a new window or a tab
I have a box that shows up saying "A website wants to open web content using
this program on this computer. This program will open outside of Protected
mode. Internet Explorer's Protected mode helps protect your computer. If
you do not trust this wesite, do not open this program. Name: Windows host
process (Rundll32)
Publisher: Microsoft Windows" I found the file to allow through windows
firewall but It shows up everytime. Does anyone know of a solution for this?

Do you have a home page? Does this happen if you change to a blank home
page?

This happens evertime I open an IE window and a Tab. Doesn't matter which
website I open. It says it everytime.

Hey, It does not give me that option the enitre box where I can select is
grey out. I can't select it.
