Default No security when coming out of sleep mode

My Vista Home Premium 64bit system is password protected but if I put
it into sleep mode and then later start it up again, it does not
request a password. Am I doing something wrong or is this a bug?

It is a setting, check
Control Panel -> Hardware and Sound -> Power Options -> System settings

In the section:
Password protection on wakeup

check if you have set "Require a password (recommended)"
