I have Windows Vista Business installed. I keep getting events in the log
that state that the Windows List Service has been terminated due to
insufficient resource. I can't find any additional information. I have
plenty of ram available. Any ideas on where I can look to find out what is
going on?

I'm having the same situation on my Toshiba laptop PC with Vista
Ultimate. It worked great for 3 months then I saw the network
unavailable indicator (red 'x') but am connecting to my home & business
networks just fine. When I open up the Network & Sharing Center, I show
Server Execution Failed.
System Event Viewer shows Network List Server failed to start for
"Insufficient Resources" (Event ID 7023). Not sure if this is related,
but the Function Discovery Resource Publication service won't start due
to "Access Denied" when nothing new has been added.
Only recent change was running the MS Windows Updates for Vista.
Hmmm...
