Default Isn't the notification context menu bug annoying?

I know this bug has been there since Windows 95, and Microsoft calls
it a 'feature', but it's still very annoying. When I accidentally
click on a notification (tray) icon and a context menu pops up, I
cannot make it disappear by clicking elsewhere. I have to choose one
of the menu item.

For example if I have accidentally clicked on the notification icon of
Outlook, I have no choice but to click on "Open Outlook" because all
other menu items are toggling options. Is there any general way to
make the notification context menu behave as normal popup menus do? If
not, isn't that annoying to you? What do you think?
