Default half lines display every inch on widescreen monitor with VISTA

I just got a new HP PC with VISTA and every inch on the widescreen display,
the line of text is cut off or displays only half the line of text (upper
half). As the text scrolls on the screen it corrects, but the new line in
the old place is then cut in half.

Is it VISTA, a display setting, or do I have a defective MONITOR?

FYI,
Found my own answer - the resolution on the MONITOR was set wrong. Paid
Best Buy Geeks to set it up when I bought it. Apparently they make mistakes
too.
~Back in business now ~ no more cut off lines scrolling up/down the screen.
