Purchased a HP Pavillion a6013w w/ Windows Vista Home Premium loaded on it.
Added Windows Live One Care (WLOC) and uninstalled Norton a few days later.
Everything has been fine until about 2 weeks ago when a problem developed w/
WLOC update.
I began receiving error code 0x800423F3 for just about everything. My HP
Total advisor will not open now. I cannot get WLOC to reinstall properly. I
cannot perform a backup.
Just seems to be a great cluster **** that continues. When I go to Windows
support and they ask foir the product key but their system does not recognize
it and they want $60 for support.
I am dying here. Not a computer guru and I work from home.
Any suggestions???

The only thing that I can find on this error has to do with the Volume
Shadow Copy.
Try turning off the service 'Volume Shadow Copy' in the services console.
Then try to uninstall / re-install your WLOC.
Another option is to restore you computer a pervious Restore Point when you
know you machine was working properly.

This may not be much help or comfort but call the onecare live tech support.
when I was running it they were very knowledgable and helpful. In my case i
had the wrong version of msxml. It requires 4, I had 6. In the long run I
uninstalled it on all machines because it was a resource hog. I am on
battery power often and it slowed system startup significantly.

Thanks. I have been on the phone w/ them for over 4 hours during past 2
days. We did everything. they took control of my PC and we attempted to
install/uninstall LOC about 6 times. No good. They have now copied numerous
error messages off my PC and are performing 'research'. they are to call me
again in the morning. Now, I cannot even perform a system restore to go to
an earlier point...keep getting same error message.
if this had only happened in the first 15 days after I bought the **** thing
I would've returned it to Walmart and got something else. ARGHH!!!
And the beat goes on.........................
once they determine the problem, I'll repost. (That is...if they can)

I have had this problem with Dell 1520 for some weeks. things that will
not work and related to 0x800423f3 error code are:
-back up does not work
-Dell QuickSet does not work
-Restore point does not work
-SP1 installation does not work (normal win updates do)
In other words what I have seen so far that problem relates to a lot of
functions, possible few more that I have not ever come across yet. Dell
put me onto Microsoft to somehow "force" SP 1 installation which may fix
it..., still waiting for them to call me.
