Has anyone had any problems downloading files and having the download window
never closes? Steps to replicate:
1. Open Web Page
2. Select File to Download
3. Watch the file begin to download
4. Download screen will say "Verifying"
5. The download gets to 99% and it never closes.
Why would the window remain on the screen, but the file be downloaded
properly? Makes no sense!
I would go to the site for the download using the browser 'run as admin'.
This turns off "Protected Mode" for the browser, not the best thing, but
would tell you if the site has some problem with that. Rightclick a Command
Prompt icon on start, click 'run as admin' and type:
start iexplore
(note indicator on bottom status bar about protected mode: off)

You probably won't have that problem if you use Firefox.

I am not using UAC, so 'run as admin' does not apply to this issue.

No kidding, but how does that fix my IE7 problem? (I already use FF and IE.
Neither one is perfect.)

Please try to restore your IE settings by closing all the IE windows and
going to Start and type "internet options" in the Start Search box and press
enter.
Then, Please go to the Advanced tab and click the Reset... button.
