Not for free, you also have to ensure that the hardware that came
preinstalled with Windows Vista is compatible to run Windows XP since there
can be hardware conflicts with XP device drivers. You will have purchase a
full version of Windows XP and do a clean installation, certain SKUs such as
Vista Home Premium do not have Downgrade rights by the way.

Downgrade yes, free no. You'll have to purchase an XP license to install XP,
then format the hard drive and install. I would highly recommend checking
driver availability and burning all required drivers to a CD before the
format.

again, you might be able to upgrade to ulltimate and then get a free copy of
XP.... since this downgrad is not available for everyone and not available
for home premium

Yep. I have heard stories about hardware with no XP drivers or the XP
drivers did not take advantage of the hardware fully. Scary how this is
kinda being forced on people who buy brand name computers.
Thats why it is recommended you check or inquire about the manufacturers
licensing policies whether they allow downgrade rights or choice of swapping
out Vista for Windows XP.

Correct. My only point is that the word "downgrade" isn't really
