Device Properties, the power management tab is missing

I discovered that my usb hp 2175xi printer is the reason my computer will not
enter sleep mode. I tried the workaround where I select the power
management tab from properties in the device manager screen. I followed the
instructions in KB article 927821. For my printer that is not one of the
available tabs. Why? Is this a device driver issue? Is there another
workaround?
