Desktop wallpaper disabled

I am unable to add a wallpaper as it is allerting that the desktop is
disabled and to contact the administrator.
I am the administrator, however i have had a breach in security buy a
parasite. These are all cleaned now.

Can you advise how to enable the wallpaper function? Window vista

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

If that does not work, try doing a System Restore

If that does not work, try disabling System Restore, reboot in Safe Mode and
run a scan with your Antivirus and AntiSpyware utilities.

background again.
