Corrupt Iconcache maybe?? Help me please

None of my jpeg thumbnail images are showing in any of my folders, the
folders will show everything but the jpegs for thumbnails. When I first open
the fodlers the images will flash quickly and you can see them for about 1
second, then they are gone, and replaces with icon.
I have already went into every folder, and made sure the show icons and not
thumbnails was un checked, I have tried system restore, I have went in and
deleted the icon cache folder so it would be forced to rebuild. But, nothing
has helped, and I have rebooted everytime I do something to make sure.
I work in photoshop a lot and its making it very difficult to open a folder
to get a picture and not be able to see them.
