I don't think there are any Microsoft tweaks for this.
There are some freeware packages that may work for you. I try to avoid the
problem by backing up my DVDs with the region disabled and keep the
originals stored in a safe place. http://www.dvdfab.com/ has a freeware
version that works for me.
