I have the same problem as Winflield but in MSN, not in Outlook.
I searched in here because the group is called Vista General Discussion, not
OS.
I've encountered this problem in OSs before Vista in Hotmail, if memory
doesn't fail me, but in the new mini PCs, with their minute fonts it happens
frequently.
The end of the pages is under (below) the bottom of the screen and the
right-hand side slide bar is not displayed, so there is no way to access the
Apply or Accept or Enter buttons in the different applications.
So yes, maybe it is an OS question...

Change the screen resolution to fit the screen properly. Have no idea what you are
set at present but make it smaller

Problem is poor programming, not specifically the OS. The programmer
specified a fixed size for the display window and determined that the text
and buttons would fit in that fixed window based on the 'standard'
font/character size in the 'standard' (often English) language. Because the
programmer 'knew' everything would fit he did not implement the scroll bars.
The only solution ?? that I know is to go back to the normal font size (on a
netbook with a good screen that can be pretty tiny).
