Default Canot post to newsgroups Socket Error: 10053, Error Number: 0x800CCC0F

I have a problem posting from Windows Mail to newsgroups. I can post from a
xp machine on the same network using Outlook Express so one would thing it
has nothing to do with the firewall.
I seem to have problems posting to some servers all the time and other
servers some of the time. msnews.microsoft.com works some of the time and
other times it does not.

I connected my vista workstation directly to the ADSL router and was able to
post. This would make you think I had a firewall or network problem but as I
said above I can post from XP machines running Outlook Express
