New HP PC (3 month) with Vista Home Premium. When I'm trying to open control
panel it shows for a second and closes. Started happening 2 wks ago. I
googled for solutions and tried what others did ie. remove Norton, restart
licensing services, remove from prefetch directory, run panels directly, etc.
Also requested indicated hotfix from microsoft but as I received today they
do not have it for x86 configuration.
I'm slowly giving up..
I am just angry how come so immature product was released on the market.
Especially when you go to store you do not have choice - all is Vista.
I understand some program can mess up but how can I remove it if I do not
have access to control panel? (Norton cannot be uninstalled in safe mode) So
it looks there is substantial flaw in the design of OS.

Run it twice and no effect.. But I had to do it in safe mode.
When I tried to run it on my account by "cmd.exe" then SFC it says I have to
be Administrator, but my account is admin type! I even created new
administrator account but still cannot make Control Panel working. Is there
something that flips or prevents my admin priviledges even though I'm
Administrator?

Type cmd in the Start Search box above the Start Orb. When cmd.exe appears at
the left top of the Start Menu, right click on it and select "Run as
Administrator". Type: sfc /scannow in the command window.

sfc reports 98% done and there are some errors. Viewed the log and its huge,
can't figure out where problems are. But I noticed I can get to Control Panel
from Explorer, at least there is some work around.
