Can't expand zipped files in Vista

Using the built in zip utility in Vista, I am able to zip my files but
not unzip them. UAC is off, IE protected mode is off, the file has
been unblocked (Within the properties of file and no antivirus is
enabled.

What's going on here? I'm seeing several posts on this issue alone.

Get a 3rd part ZIP program. Some such as WinZip require payment (or
putting up with nag screens.) You can also try the open-source info-ZIP,
which has a basic Windows interface available (WiZ):
