Can I do fresh install of Win7 using upgrade disc?

I'm thinking of upgrading to Win 7, but would also like to take this
opportunity for fresh install/re format

Tesco have Win7 Premium Upgrade for £59

Can/how do I do fresh install of Win 7 - Would I have to re-install Vista
and then Win 7 upgrade - or would i have to buy complete Win 7 rather than
upgrade/cheaper version?

Will a fresh install with an upgrade disc work on a virtual machine for
Win7? This article seems to indicate that upgrade discs cannot do a
