Some, but not all OEM licenses come with downgrade rights.
You would need to read the specific license of your product to
determine if it comes with the downgrade option.
If so, then you need to furnish your own key and CD for Windows XP
Pro, Microsoft will not furnish them.

I have plenty of CD's Being IT for a College. My understanding is that you
can call to activate and get a key for this situation.

Do you know if this is available on Volume licensing? I would much prefer
getting one key rather than the 45 I am looking at doing this with?

speculate, which really won't help you. You need to contact the source for
your products or Microsoft to get a definitive answer.
