Vista Home Premium SP/2, 32-bit.
As long as Photofiltre has the .jpg file association, double clicking the
..jpg will open Photofiltre with that .jpg. Send To really works if you're
"sending" it somewhere (as an attachment to an email, as an icon to the
desktop, including it in a compressed/zipped file, etc.) If Photofiltre
isn't opening the .jpg but Windows Photo Gallery is, then you need to click
the .jpg file, right-click, select "Open With..." and select Photofiltre as
the program you want to use.
In any case, since you've already made the Send To for Photofiltre, you need
to go back into the Send To folder (shell:sendto), click on the Photofiltre
shortcut, right-click, click Properties. On the Shortcut tab, in the Target
field, go to the very end and enter %1 so the field looks like this
(Example: "c:\Program Files\Photofiltre\photofiltre.exe" %1).
The reason why it wasn't working is likely you need to pass the filename to
the application for it to know what to open.

I did that but it doesn't work in VistaHomePremium SP/2. The shortcuts are
there in the "send to" folder, but they do not work when I click on "open
with". Shortcuts wont work in that folder.

Can you open Photofiltre by double clicking photofiltre.exe?
If yes, can you open your .jpg by using the File/Open menu of Photofiltre?
