I have my pc set up for each individual who uses it a signon and password,
but if you shutdown or restart the computer it automactically goes into the
Master Administrator account. How do you change that where it does not do
that and upon bootup, it automactically asks for the signon and password?

Sounds like someone set up automatic login and used the built-in
Administrator account as the default.
Start>Run>control userpasswords2 [enter]
Put a checkmark in the box that requires users to provide a password. You
can also require then to press Ctrl-Alt-Del from this utility if you want
that.

Go to the User Accounts applet in Control Panel and make sure the Welcome
Screen isn't enabled. You can't have it both ways.
