Will I be able to order SP1 discs with same product key as before?
When Vista Service Pack 1 comes out, will I be able to order SP1 install
media to replace my old Vista disc? I ordered 64-bit media to replace the
32-bit media by submitting the product key. Will I be able to get 64-bit
Service Pack 1 media in a similar way?

I think the OP wants to know if when the new retail versions of Vista which
contain SP1 are available will he be able to order that version of 64 bit
vista to replace the RTM version he already has. He appears to understand
that no new key is required.

I think the answer is not until at least they are made and ready for
distribution, then maybe. Certaintly not before. You seem ot be asking
for MS to give you info that is not in the public domain yet. That is
not goning to happen so all anyone can give is conjecture. We can all
guess and say yes just like now, but in truth until the muckity-mucks
make the decision, we are all guessing.
