why are my error messages in German?

My menus are all English, but my error message about a soundcard is in
german!!!! Why?

Is the card from a German manufacturer? Are you using a copy of Windows
originally produced for English speaking users? Is your computer from a
German company? Were you drinking German beer when these messages popped
up?

All the software and hardware was pre-installled by PCConnection. I presume
they set it up for the USA.
