Vista Problem

When i attempt to change my system locale in > control panel > region /
launguage options. it work's. and that fixes the problem i am asking about
However.
When the system locale is on, korean insted on english, connecting to online
games running program applications. Becomes the new problem and it disables
my normal fuction of using them. But when the system locale in on english,
the computer works fine and the applications work fine.

I have consulted these Third - party programs, and program applications on
many occasion's and they all say it's to do with my system locale. one said "
mabey theres a file you can download at http://www.microsoft.com, " and i
found one, but it was only for Windows XP, So i searched again, but i did not
find a downloadable system locale for windows vista

So if anyone can point me in a direction to a files like this, or. somthing
other i would really appreciate it, thanks
