Default vista disk not starting on bootup

I am trying to reformat my vista home premium setup because of my system
freezing some of the time. so I check bios and cdrom is on top of the bootup
options, insert my genuine vista home premium disk in the cdrom drive and
shutdown pc then start it again and the line appears press any key to start
from cdrom and I do and then it goes thru its paces and finally gets to a
blue screen with a cursor on it and that all that happens. I hear the cdrom
stop spinning.

I have tried the disk in windows and it starts and works fine.

any suggestions?
