Default User Start Menu

In Windows XP Pro you could set up the start menu with different shortcuts
for each user of the machine. Is this still posable in Vista, and if so how.
All I can find is the "all user" folder for the start menu, but there
doesn't appear to be any for individual users.

Thanks for any help you may be able to provide
