Default Tablet PC Optional Components Error

I have Vista Home Premium installed and do not have the snipping tool or
other tablet PC accessories. I went to Control Panel, Programs and Features,
Turn Windows Features On or Off and checked the Tablet PC Optional Components
and I get an error message that says "An error has occurred, not all of the
features were successfully changed." I tried this four times with no luck. I
went to System Configuration and made sure the Tablet PC services were
running and they are. The snipping tool and all other optional components are
located in their respective folders under c:\windows\winsxs directory on my
computer.

What causes this error and how do I fix it?
