Default System keeps rebooting

I am running on a MSI K8NGM2 (Socket 939) motherboard with Athlon 3000 hz
processor, 2 gb DDR ram and a samsung 8X DVD writer. I bought a new hard disk
and when I try to install Vista home premium edition (32 bit), the setup
screen did not appear and my system just keeps restarting itself once it
reached the booting up stage. I had checked that my hard ware requirements
are adquate for vista installation and that my botherboard is compliant with
Vista. Can any one help ?
