Default Setting up folder options

I have set the system to "open each folder in its own window" repeatedly, but
it continually opens all folders in the same window. The only way it works
is if I right click and select "open". Fresh install of Home Premium, 64 bit
on a new system. Any thoughts, solutions or magical incantations greatly
appreciated
