Retaining desktop settings

I selected a desktop background from a folder of my own pix. I also put a
shortcut to a doc folder on the desktop. On restarting Windows Vista neither
of these items has been retained. I've also found it difficult to select a
desktop image via control panel - just get a black background. However - if I
right-click an image and make it the desktop it works! Any ideas?
