Default Reinstallation of OS

Does reinstalling of the OS replace and or delete any of the users logons and
passwords?

I am unable to log on to the desktop.
Does not recognize user name and or password.

Yes, a clean install removes everything on the machine.

Sorry, I should have also mentioned what if I just did a repair?
