msoobe.exe. Application failed to initialize properly (0xc000006)

I'm loading vista home premium for the first time on my new pc.
I get an error message :- mcoobe.exe Application error. The application
failed to initialize properly (0xc0000006) Click ok to terminate application.

I click ok and get a message to the effect that windows could not complete
the installation and to press ok to try again I press ok but get the first
message back again.

So I am just going round in a loop.

I tried closing and restating the pc just by powering of and on but got the
same problem back again.

Anyone got any ideas
