No. You would either have to return the computer and purchase one with an
English language operating system installed, or upgrade to Ultimate Edition,
which will enable the use of MUI language packs.

Yes, IF your machine came pre-installed like my newest portable (dec 2007) was.
My portable had a pre-installed 4 language Vista-installer and an image (iso
file) of a 4 language recovery DVD. With a full recovery to its original
condition, I could pick an other language (NL, FR, DE or EN)
If you have a single language recovery partition/DVD, then the answer to
your question is No.
