Uninstall/Reinstall of Keyboard drivers does not work.
Reverting to pre-KB950582 system restore works.
I tried this twice. Once installing/recovering from KB950582 along with
other updates; then again trying all the simultaneously released updates
EXCEPT KB950582 (on about July-8-08).
KB950582 is definitely the problem. As of now, I have simply not
reinstalled it.

Sounds like it's time to check with HP support.
In the meantime it would appear that you should NOT install 950582
until either MS or HP comes up with a fix.
It downloaded, restarted tried to install, shut down, said it was "improperly
configured" and tried to roll itself
back. Rebooted and got the "Windows not genuine" screen. Don't bother going
to the activation process. That didn't work.
Booted to safe mode got to a restore point. Restoring
brought things back to normal. Rebooting from last known good configuration
did not work.
I put that update in the "Ignore" file.
