Installtion Japanese lanuage in Vista Home Premium

I have searched the knowledge base and find only geek-speak and long files to
copy to enable a second language (Japanese) on my new English vista system.
This was all easy to do in XP under languages...What is PE, MUI...

Is there just a simple way to get the XP-type Japanese language flexibility
so I can do my adult education homework?

Nope, not with anything but Ultimate edition.
