Default ActiveX is being blocked

I just upgraded to Vista Ultimate via one-step update. When I tried to
download Adobe Flash player this message was generated: your security
settings do not allow websites to use ActiveX controls installed on your
computer. This page may not display correctly. Click here for options.

I have enabled every ActiveX feature in Internet Explorer Options.

Flash player is not compatible with the 64-bit version of IE, if that is
applicable.
