In Disk Management, I see that the 40 GB internal HD has 2
partitions. One is labeled System C:, which I can see in Windows
Explorer, and the other is labeled Service V001, which is hidden in
WE.
The System C: partition is formatted NTFS with a capacity of 32.63GB.
The Service V001 hidden partition is fromatted FAT32 (EISA
Configuration) with a capacity of 4.62GB.
What is this hidden partition, what's in it, how did it get there and
do I need to keep it?
Could I create an image of it then delete it?
If I deleted it, would that get the 5GB it's occupying added to the C:
partition? If not, how would I do that?
If I cloned C:, would that hidden partition get cloned also?

It's restore and diagnostics, chiefly used to restore the system to the
initial factory configuration.

Yes.

You would need repartitioning software, like Partition Magic.

When I clone my Dell using EaseUs or Aconis True Image the entire
drive is copied including the Dell partition.

Thinkpad on which I've used it.

Not on my T30. Admittedly that was some years ago. Perhaps it's better
now. But I still personally wouldn't trust it, especially since
ThinkVantage Rescue and Recovery does such a good job, is free, and
supported by Lenovo.

programs, including ATI) -- perhaps because I've been using the latest
TR&R version, and carefully following directions.
